when they separated the outer envelope from the ballets and didn't keep them...they made audits/investigation almost worthless
what they need is fingerprints on a few of the batches to make sure there are unique sets on most of the ballets. just a test of 500 of them...few different batches to see if there is a problem
they changed the rules and flooded the system for a reason...not sure we have ever seen 5 key states stop counting votes at the same time?
