The whole scenario is bizarre, according to what I read:
Anti-tobacco progressives have lobbied for menthol cigarettes to be banned because they allegedly victimize Blacks. So the move to ban menthols is seen as, or supposed to be, a step towards greater racial justice and equality. Blacks have been asking the state to stop killing blacks without a trial but the state's counteroffer is to stop letting tobacco companies slowly kill them by taking advantage of their addiction to minty flavors???
