Trump may end up convicted of criminal charges at some point in time but every time I see an article regarding these investigations I see a quote similar to the one above which is part of the Washington Post article in the link below.
In the case of bank loans the bank has an appraisal done to determine the current fair market value of the real estate to determine how much of a loan to make. The Company usually gives a bank copies of their audited financial statements and/or tax returns which should reflect the historical cost of the assets and the current annual profit and loss. As long as those statements and tax returns are accurate there is usually not a criminal problem. My opinion of the value doesn't count for much that is why an appraisal is performed.
Property taxes tend to be done in the same manner. You provide the assessor with historical cost data and the assessor determines the current fair market value of the property for tax purposes. As long as you provide them with the correct data then it is their problem to determine the appraised value.
If a property tax assessor stopped by to appraise your house you would try to point out every imperfection so as to get a lower value for tax purposes. If you were looking to get a new loan on your house you would try to get the highest appraisal by talking about the property being the nicest house in the city. You don't go to jail for that.

The new collaboration between the state and local offices is an unusual event in itself: In New York, the attorney general and the district attorney have historically been rivals. But in this case, they're working together.
Two assistant attorneys general have now joined the district attorney's team of prosecutors. They're all trying to unravel troves of complicated information, including millions of pages of tax returns and other documents related to how the Trump Organization operates in the U.S. as well as its sprawling international enterprises.
With the shift in focus from James' office, we now know that both of these prosecution teams are making a determined and coordinated effort to sift through evidence of possible crimes.

As of now, it's not clear whether Trump, or members of his family, are potential subjects of the state's criminal investigation.
As for what the investigators might unearth, Tristan Snell, a former assistant attorney general in New York's Bureau of Consumer Frauds and Protection, drew on his work helping New York investigate and prosecute Trump's business over fraud allegations at Trump University.
The former prosecutor says the inquiries could benefit from the way Trump's businesses are set up.
"One of the things that people need to remember about the Trump Organization is that they are a very small operation ultimately, basically run by a tiny handful of people," Snell says.
"They outsourced everything, even getting shit to come out of the mouth of Giuliani, Angler and Crane_op. Right out of Trump’s geriatric anus and into their mouth to snowball with each other before letting it out" says Snell, later adding, "That was a boon to us with the Trump University case, because it meant that we were able to go get the documents we needed from third parties, even after the Trump team stonewalled us."
