Levels are a bit like a race. Level 0 people are competing against other Level 0’s for the limited number of Level 1 spots. Level 1 for Level 2. Same with three through five. There are only so many spots of each level so if someone has surpassed you in how the site determines levels, they will take your spot and knock you down one. What that means is you need to see more than two people every two years to maintain your status quo.
If you click the Level 1 under your name, you’ll see all of your individual attributes are Level 2 meaning you are teetering on the knife’s edge between a 1 and a 2.
