Before COVID I commuted daily between OC and SD.
At night I would occasionally see parachute flares inland over the hills adjacent to Pendleton. Marines doing night exercises.
They launch one flare at a time which slowly descends then they put up another. Might have a few in the air at one time depending on how large an area needs to be lit up.
Not at all surprised this would be happening offshore.

These are not the Droids you're looking for.

Flares with parachutes. The Navy is doing military maneuvers off the coast.

"There are no hills “adjacent to Camp Pendleton”."
Huh? Pendleton is very hilly depending on your definition of hills, I guess.
Is it the adjacent part you have issue with, were you stationed there?
