I am multilingual. I speak 6 1/2 languages and i had learned that from me living around Far East Asia, Indian Ocean, Great Britain, Latin America.
Here's my tip so you can learn the language fast:
1) You have to learn the bad words first.
Example: Learn how to know how to say, "Fuck You" or "Mother Fucker"...
Why??? So that, when you are conversing to locals, you know that they are cursing you out...
2) Learn the body parts...like, eyes, nose, lips, throat, BOOTY, TITTIES...
3) Learn the basic questions like, how, where, when how much (got it???)
4) HERE"S THE MOST IMPORTANT ONE: Learn this question HOW MUCH?
Why??? So that you know if somebody is selling you out??? (Got that???)
5)Finally, combine all the sentences you learn then now you can make a sentence even a broken one's so at least every single day practice you can already know how to speak a different language...
The only downside is if you know how to speak different languages, there are times you accidentally combine them all and in the end the person will not understand you (speaking from personal experience)

I can see using that term if I understood a lot of a language (like the general gist of the conversation) but did not consider myself "conversional" in it. Kind of like how my Spanish is!
