I never understand how this stuff gets so over budget.
If one of my contractors told me he was over budget because of 'cost over runs' ie he blew the bid, I'd tell him that's too bad, but we have a contract that says he'll do the work for that price.
It's that simple.
If they didn't leave enough 'contingency' room for cost increases that's on them, my budget doesn't change because they f'd up.
