Should be an award based program over a level system. I guess you could say the level system is an award based system except it's based on a flawed tier program. For example, I see level 3 members that have less then 10 hx member who have rated them and yet I see lots of level 0 with lots of hx members who have rated them

Levels only matter if people could trust that higher levels equate to more safety. I don't know if the women could say this, I bet some high level men try to game the system. For me, I can see it to an extent. If a provider is level 1 or 2, that's some evidence that she isn't a rob. But any higher than that it makes no difference. And as for service, I don't think there's any correlation to levels whatsoever.
My guess is that level 2-3 are probably the ideal levels to deal with. They got some reputation to back them up without being overly entrenched in the power structure to be jaded or want to take advantage of people.
Might be just me, but if everything else is equal, I'd trust a level 2 over a level 5.
Even level 5 men. I bet the majority of them purposely saw level 5 providers just to level up. That's the only way they got there. You could see dozens of level 0-1 and still not be level 5. And if a guy saw providers JUST for the level, then he isn't in this just for the hobby. There's some ulterior shit going on.
