According to people close to Justice Breyer, the Justice normally is a deal maker behind the scenes and has been able to get compromises to get things done. This last year has seen a lot more confrontations behind the scenes between the justices.
He is bowing out due to the stress from conflict, and his love for the Court.

Joe promised that he will appoint a black woman to the Court.
He hates Kamala Harris and the feeling is mutual. She is completely incapable of running the country is Joe is removed, dies, or has to step down. She is also completely unelectable come 2024 when Joe announces he's too old to run again.
How do they neutralize her and "step up" a 2024 candidate?
APPOINT KAMALA HARRIS TO THE SUPREME COURT!!!!
They appoint her, get her out of the way. She gets a lifetime appointment, and is a permanent player in the Washington power circles. She is a lawyer, a former AG, and former US Senator. They can bullshit her nomination through, and any objection would be CNN'd as racist.
Then they can appoint the savior of the Democrat party to VP, who will possibly invoke the 25th Amendment against Joe Biden and become the "annointed President," who would then run as a quasi incumbent against Donald Trump in 2024...
And who would the savior of the Democrat party be as Biden's VP #2?
Hillary Clinton...

Michelle Obama.

Lots of attorneys fail the bar exam the first time. Harris passed the bar exam on her second try. So it's true she failed, but it's true she passed, as well.
And plenty of Supremes never passed the bar, or even went to law school.

ACB was a qualified candidate.
Compared to the Lefts totally unfounded ferocious attacks during the Kavanaugh appointment the ACB appointment was pretty brief.
She is a Constitutional scholar and Dems couldnt dismantle her beyond the fact it bothers them she is a devout Catholic.
Her confirmation was under 2 weeks as I remember.
