Its a sign of putins paranoia. He's probably afraid it would be used as dirty bomb and a no mans zone for 20,000 years.The whole reactor is inclosed in concrete. Its supposed to last like 300 years. Of course they'll have to worry about the 20,000 years after the 300 years. But, who cares..?
