For leveling up Quantity and Quality count.
Quality: Just take a look at lanegritatrucha. She has less ratings, but most of them are from Level 3 and up. That is why many ladies offer specials to Level 3 and higher.
Quantity: You might have many ratings but if they are from Level 0 & 1, it doesn't help you much. What will you do to meet with Level 3 & higher? Also in order to get ratings you need to be better at returning the favor. You have 103 safety ratings yet you have only issued 81 (78% rate). It looks like lanegritatrucha has rated everyone who has rated her. Rating everyone actually benefits you. Level 0 and 1 need your rating to bump them up. If they bump up than the quality of your network goes up. So not rating someone who rated you actually hurts you.
Many guys want that rating back to help them level up. They would choose to make an appointment with a Level 2 who rates at 100% instead of a Level 1 who rates at 78%.
