Not much sun shine, or many days of clear skies
I've researched across the country and honestly,
Palm Springs has 90% sunshine all summer.

Sioux Falls SD:
Washington Pavilion on Main Ave
Falls Park for biking, hiking etc
Cathedral of St Joseph if you Catholic
Wild Water West for adult swim up bar and crazy water rides
Great Bear nice place for a jog in the summer
Terrace Park for kayaking
Great Plains Zoo - a small zoo with African and indigenous animals
Buffalo Ridge ghost town - Creepy place with mannequins dressed and posed like it was the 1880s again
Stay away from this area in August unless you have a Harley and book months in advance. Sturgis events turn the area into a a traffic nightmare with a lot of parties and debauchery. Hard to get a room anywhere in the area.
Food is steaks, potatoes burgers and bar food. If you a vegan good luck.
Scenery is like what you see in a car commercial with mountains, forests, streams and rivers. Beautiful area.
Avoid the White Claw Extension of the Ogalala Lakota Pine Ridge Reservation in northern Nebraska. People there still don't trust random white people coming through there.

I like "Charlie's On Prior" (Lake). Casual but good food, beer and atmosphere.

Minneapolis is a very clean and beautiful city. Visit in the spring or fall, cause winter is cold AF and summer is humid AF with 10,000 lakes in the area ! Lake Calhoun is the cool hangout place in Minneapolis.

Actually, California is predicted to have a warmer summer than average this year. El Niño and El Nina typically affect winter weather, not summer.
It was an unusually wet and gloomy winter and spring, so I can't wait until it gets sunny and hot this summer.

And the skies will be cloudy all over
That's all I know.
