I know this much about retaining walls:
Should be "engineered" and it should be done by a contractor. Not the sort of thing you want a handyman to do.

you can build a non-engineered retaining wall. It really depends on height and local code.

Some of the above answers are somewhat correct. I am an architect.
The footing can be engineered to go in either direction, under the lower elevation or back to the higher elevation. It could even be the standard T footing but that will not be as efficient and cost more money for no gain.
You also have to understand if there is a surcharge load or not. If you are building the wall on a slope and you are going to back fill against the wall so that you are not cutting into the natural slope of the wall, the load to support will be much less. If instead you are trying to gain more room on the downhill side you will be cutting into the natural slope of the land. This will put a surcharge on the wall that needs to be accounted for. This wall will have more rebar and a bigger footing.
Of course the size of the footing will be determined by the amount of load.
Now if you go with the no footing (except for the gravel layer) of the precast modules, you have to be careful. There is a limit to their height without getting calcs. If the wall will have a surcharge, then the rules are different. Those companies use plastic mesh (the kind specified in their specifications) that has to be applied back into the hillside to add restraint to hold the wall in place. If you are cutting away existing slope then you do not want this systems because of how far back this will take you into the hillside. This will require a lot of grading and the cheaper option is the traditional retaining wall. If instead you are filling in behind the wall, then you will be able to lay a good portion of the mesh will adding the new dirt behind the wall.
In all cases make sure that you provide weep holes, gravel behind the wall and if needed collection pipe for the water at the bottom to eliminate water surcharge.

Many jurisdictions have a "city standard" available on their website if the wall is short enough. You still need a permit, but the plans/engineering are free at that point.

I have no idea on cost since I am not a contractor. My cost estimate is just general in nature. You can spend 200 or more than 5000 on a water closet. It is all in the choices.
