In fact in report he calls it a “betrayal” to the American people. But there were no written laws that Mueller can confidently charge since this unique situation.
He more than enough evidence of obstruction of justice.
In the end, Mueller was influenced by 2 thoughts…1) FBI’s mandate that a sitting president could not be charged…2) there was other ways that the Trump can dealt with outside the legal system like impeachment.
