Every supervisor and council person needs to go. They could get a unanimous vote to clean up "homeless encampments" , essentially drug addicts, thieves, and human vermin, from the streets next to elementary schools or schools in general. i guess i have to remind people, i am not of any political party in the us. i see faults in both parties and as long as there is a neocapitalism pulse in this country, it will continue to be so. the dems are gop lite. im not sure if some see that, but it is so. the thing i find ironic is that there is a ultra-right wing take over (the gop is the first to fall) they will act as if they are "draining the swamp". when in reality there is no such action. in fact, it is quite the opposite. 45 is just the start of a totalitarian government.

The naivete of your opinion on corruption in any political and economic system is just mind boggling. While you can "imagine" a fair system a system can only be fair if their is accountability to the laws that government any actual or fictional system.
As we know powerful interests within any society will rise and seek to use influence to gain even more power and influence. It doesn't matter what system is in play as long as people are governing other people.
