Seems like Puerto Rico, Haiti and the Domican Republic go thru this every year. Slammed by hurricanes and the aftermath is always a failed plan to protect the infrastructure. The city folks tend to over rely on their corrupt governments to help them when this happens.
The country folk in those islands know better and fend for themselves. All the aid the US sends goes to the corrupt government pols and very little goes to help the folks who need it.
But, hopefully the Clinton Foundation is on its way! Yay!
