Difference is that the CIA is forbidden (supposedly) to gather intelligence on US citizens anywhere in the world and the FBI can do so anywhere.
Fed investigators busted these guys and a bunch of alphabet soup was involved, probably both CIA & FBI, likely the NSA too. Obviously, they let them operate for a while so they can backtrack the network.

Of course I'm sure that the fbi is just window dressing when they 'work' with the fbi.
Too, the cia can monitor people who are non citizens that are visiting or diplomats etc. if they are suspected of spying.
