In 2019 Los Angeles property owners saw a new addition to their tax bill: a tax on impervious surface area to fund stormwater projects. Measure W, approved by voters November, 2018 taxes residents 2.5 cents per square foot of impermeable surface on their parcels. The initiative raise an estimated $300 million per year to fund rain gardens, new parks, and watershed restoration in order to capture and clean the precious rainwater sliding off the county's concrete and asphalt surfaces.

Wasn't 1994 or 95 the last el Nino year of any significance? I was in college at the time... walk from parking lot to class started raining on the way to class ... bout a month later I saw the sun. Yeah we had a lot of rain that winter.

1979-1980 if I remember correctly... rained so much Lake Elsinore overflowed and flooded everything around it. And that was before they built all those houses and baseball diamond in the lake bed
