Go to your ratings>Ratings I've issues>Rank safety
There are tabs off to the left for Rank Safety and the other attributes. Drag the ladies you want to rank highly to the top.

Can’t do it on your phone or tablet. Has to be done on a computer.

Fish is correct. A few notes on this:- Unless something has changed recently, you cannot do this from a smartphone. It needs to be done on a laptop/desktop with a mouse or trackpad. I'm not sure if it works on a tablet like an iPad, but my guess is it doesn't.
- As mentioned, you can click and drag people to the top or to the bottom of the list.
- In addition to Safety, you can also do this to manually sort the other categories. I'm not sure if this has any affect on anything other than when you are viewing that category.
- Even if you have never done this, at a certain point when you have networked with enough people, the system will automatically pop your name into the group of people who rank someone else's safety very highly.
- IMPORTANT: You must click on SAVE button in the left column after making your changes in each category.
As always, when networking with someone it is important to read the questions carefully and answer honestly.

does the full rating vs the quick rating make any difference on the person being rated as to leveling up?

I think full rating probably carries a little bit of weight in terms of leveling up. I think it may also take into account when you first rate someone 2-second rating and then at a later date do the 2-minute rating. This shows that you have progressed your connection with that person.
My rule of thumb on this is to rate people you only briefly met one time using the 2-second rating. Once your combined interactions total more than two hours, consider rating again using 2-minute. If your first meeting is over two hours, you should have enough info to go on to do the full rating.
As always, read the questions carefully and answer honestly. Don't lie.
