I think it would have to be like a tasting contest.
Rating each bbbj contestant after each one, maybe 3 categories and rating each category from 1-10.
1-2 minutes for each contestant on each judge.
Those are my thoughts.

I would like to think I am intuitive, and i am pretty good at figuring out what pushes each person's buttons the most. But I don't think that is a category that one could judge, lol.

You need to have two divisions.
The first is the competitive speed round. It's real simple. Whoever gets their guy off fastest wins.
Second division is like that gymnastics with the ribbons and shit. It's all about the artistry and showmanship. Judges score based on depth, wetness, complexity, overall, etc.

The problem with that is you need the same guy rating each girl and if the guy got off already, the next bj won't even feel the same, and of course most guys won't even be ready to go again right away. I think a short time limit would be better, for one competition. You need a longer period of time for some ladies to demonstrate her skill set, tho, so accommodations should be made for that.
