You don't mention how long ago you sent the request, or the PM's.
It's the holidays, not knowing how long you sent the request(s), I would think it's people preoccupied with other stuff.

Both club owners have been inactive for years.

I've petitioned to join Asian persuasion, withdrew, re-petitioned, withdrew, re-petitioned for at least 3 years if not longer and still no answer. I do believe the club owner hasn't been on for years.
