Look for people on your level and put in the work being respectful and fun

I disagree MrAdm1n123456789. I did not have a lot of choices because I am in Santa Barbara but I got lucky that a level 4 or 5 visited that saw guys with no network. That gave more credibility to my profile, which allowed other ladies to see me. If all you see is level 0s then your network rating will not move up as they have no network. There is also more chance they will not respond to an inquiry from another lady as they learn to navigate the system.
Of course not all level 0s are the same as you can have a lot of people in your network and still be at level 0.
Go for what you might like to spend some time with unless they tell you they want guys with network (which means they could still be level 0 - it takes more network for a lady to move up because the guys have less network to add to yours). Join n00bz where this is probably explained better.
If you ask a lady that does not tell you that you need network to see her, try and see what happens. The worst that happens is she declines which costs you a couple minutes.

Also new here and for the life of me cannot figure out where provider reviews are. These 1-5 ratings on Karma, Safety etc aren't telling me much.

The ratings from network is to keep us safe. The ratings are tied to a person so unless someone pays for a lot of profiles, they are really from someone, that you can PM to ask questions. Read the definitions of the network to understand what they mean.
Karma and Safety are the big ones and that is why they are tied to the person who wrote them. The other 3 are just additional info and allows someone to state something without telling you who wrote it. You also can see that persons network to get a feel for that person. You will know how many people they have rated and how many have rated them.
If you want other details you could write to the member who rated a person.
In other sites the ratings mean nothing since it is not tied to a person you can ask questions about their rating. Those ratings do not mean anything because it could all be false advertising, since you have no way to contact that person or see what other people have to saw about the rater.
