If it is "uninhabitable" you have a lot of protection in CA. Civil Code 1941.1, Green v. Superior Court.
Of course, you may need to provide for yourself and get those costs back\sue later.

You need to have air samples taken to test the air quality in your apartment and see if mold spores are present and how bad it is. It will cost a couple hundreds bucks but your will need that to start with. Once you have those and they come back positive. The owner or management company will have to put you in a hotel or different apartment while remediation work is going on. I’m sure it won’t be to smooth of a process. But you will probably take them to court for relocation, personal damages and any out of pocket costs. You might want to get a note book to log everything from past and for future best as possible. Like times and dates of conversations… stuff like that. It all will help. Let me know if you need any more information or details about anything. I know that shit sucks. Hope this helps, Best of luck

The owner "should" have insurance on the property.
If it's in a flood zone and he doesn't have flood insurance, good luck.

Conversation with landlord do not count as previous communication. The needs to be a paper trail like emails stating the infraction.

Unfortunately, even if the property owner has insurance - it will not cover her belongings.
Only renters insurance will do that - it is very affordable - also covers if anything is stolen from a vehicle (like a laptop or something that is not actually part of the vehicle.

FYI - Small Claims is now up to $12,500.
I'm not a lawyer so I could be full of crap. It seems to me you could sue for any damage to your possessions. Yes it was an act of God (got to love that insurance phrase) but if the property is prone to flooding, I would think that needed to be disclosed when you first moved it.

CA favors the tenant, in nearly every circumstance.

Why did it flood? (broken windows/ doors, holes in roof?)
In my leases I put a clause in them that tenants are required to get renters insurance. I never asked to see a copy of it, but if it ever came to it, it's there.
I can guarantee you in my rental properties, the damage potential to the unit is worth far more than the possessions within.
So I find it hard to fathom a landlord not wanting to protect their investment against water intrusion.
Makes no sense.
In any event, I hope things worked out as best as possible.

Everyone has probably already advised this, don't pay anymore rent. And don't be afraid of any threats. Pictures lots every week at least. If you are unable to afford a lawyer don't be afraid to face a judge by your self. Judges have seen plenty of landlords like yours.
California laws are way tilted in your support... Maybe you can find a Tennant help organization..

Update. I with held rent and got hit with an eviction notice 🙄 go figure. At first when I gave the landlord the list of damages/losses and cost he told me to hold off he wanted to see if the city and or FEMA could help. He also stated he was going to “challenge me” on a few things on my list. Well of course I gave in and paid them their money but I did indeed withhold may and then reached out again when I paid June and asked about my losses and damages in which they replied they “fixed” the issue and gave me so many other excuses and reasons why they will not be giving me anything and that was it. I still believe they are trying to get over on me so honestly I just been stuck between a rock and a hard place.
