Back in the 1970s the speed limit was 65 mph. It was reduced to 55 mph due to the energy crisis. Sammy Hagar had a problem with it.

I have a better idea. The regulator will should limit the max speed to about 30mi/hr.
That will save a lot of lives.
Also limit the number of alcoholic beverages served in restrauntes and bars to 2 drinks..
No more AYCE buffets. Triple the price of cigarettes, alcohol, and marijuana for recreational use.
I remember rental cars tried using max speed regulators several years ago.
No one liked them, so they had to stop using them.
