Unions negotiate, but in my experience don’t deliver. And my god do they pick some of the worst people to represent a huge number of people. I’ve met has station attendants with more aptitude towards negotiating and delivering for their people than some of the ones I have sat with during bargaining sessions in the past 15 years.
